468Cases of Human Rights Violations in Yemen, November 2020

Coinciding with the celebrations that the world is witnessing, the 72nd anniversary of the Universal Declaration of Human Rights, which falls on December 10 of each year, has become an annual tradition and an emphasis on the importance of preserving and protecting human rights in the life of humanity today. However, human rights are still violated in Yemen, as the human rights monitoring team of the Future Partners Foundation for Development and Human Rights issued its monthly report on the human rights situation in Yemen during the month of November of 2020. The report included many violations that affected civilians in many Yemeni cities and Especially the cities that witness escalating violations despite their occurrence outside the circle of fighting, such as Sana'a, Dhamar and Aden Governorate. As it is supposed to witness stability and absence of the state of violations that ordinary citizens are exposed to, and field observers attribute this to the outlawed actions of the groups that run these governorates due to the absence of security institutions and the spread of weapons among citizens, which contributed to the escalation and spread of the phenomenon of committing violations and restricting the freedom of organizations Civil society that works to monitor human rights violations and restrictions on societal and individual freedoms within these societies.

The monitoring team said that the month of November of 2020 recorded a terrible escalation in violations. The team recorded 468 cases of human rights violations during this month. The monitoring team said in its monthly report that the total number of violations that affected civilian citizens in all Yemeni cities, which the team was able to monitor despite its modest ability, by 468 violations with an escalation in the phenomenon of displacement, as Marib Governorate received 71456 displaced persons during the previous months, according to the reports mentioned by it. international immigration Organization . The human rights and humanitarian violations mentioned in the report were distributed as follows:

First: Direct Killing

The team monitored 98 cases of violations between killing and wounding civilians during the month of October. Among them were 54 dead. By 44 men, 2 women and 8 children. 44 civilians were wounded, including 43 men and 1 women.

Second: Victims of Snipers and Mines

Mines and the areas where they are planted still pose a great danger to civilians, as they are targeted on roads and farms, in addition to the proliferation of snipers who target civilians, including children and women, on the roads, public places and residential neighborhoods.

The report stated that 7 casualties were killed or wounded by a sniper, as 4 civilians were killed, including 2 men, 1 woman, and 1 children. It wounded 2 men and 1 child by snipers deployed in the contact areas in Taiz, Al Hudaydah and Al Dhale'e.

The victim of planting mines and other explosives during this month, 27 civilians were killed, including 23 men, 2 women and 2 children, and 48 civilians were wounded, including 27 men, 12 women and 9 children.

Third: Missiles and Katyusha rockets

The report stated that 83 civilians, who were killed or injured, were victims of the deadly shells and Katyusha rockets that are fired at civilians from time to time. Where he killed 32 people. Among them are 22 men, 2 women and 8 children. It injured 51 civilians, including 29 men, 6 women and 16 children.

Fourth, Arbitrary Detention and Enforced Disappearance

First: Arbitrary detention: The team monitored 142 civilians being arbitrarily arrested, including 1 journalist.

Second: Enforced disappearance: 16 civilians were subjected to enforced disappearance.

Fifth: Storming and Destroying Public Buildings and Private Residences

The report mentioned that 9 houses were stormed and their contents looted, in addition to 18 homes being burned and demolished as a result of the bombing. The report mentioned that 1 monument installations were demolished. And the storming of 3 public and private facilities between an organization, a commercial bank and a public prosecution office.

Sixth: Suicide and Rape

The report concluded by the monitoring team of the Future Partners Foundation to monitor 9 suicides, including 8 men and 1 woman.

The report concluded by monitoring the killing of a man and the wounding of another by the air strikes, and 2 men were victims of return bullets. And 273 families were displaced as a result of the hostilities in Marib, Taiz and Hodeidah.

The report mentioned that Sana'a topped the governorates in violating rights with 134 violations, followed by Al Hudaydah Governorate with 85 violations, Taiz Governorate came in third order with 75 violations, then Dhamar Governorate with 52 violations, then Al Jawf Governorate with 46 violations, and then Aden Governorate with 36 violations. Violation, Ibb governorate ranked seventh with 7 violations, then Marib governorate with 7 violations, then Al Bayda governorate with 6 violations, Al Dhale'e came in tenth order with 5 violations, then Hadramawt and Abyan with 4 violations in each of them, then Lahj governorate with 3 violations and In conclusion, Hajjah, Rayma and Saada governorates were each with one violation in each governorate

468 حالة انتهاك لحقوق الأنسان في اليمن لشهر نوفمبر 2020

تزامنا مع الاحتفالات التي يشهدها العالم بالذكرى الـ 72للإعلان العالمي لحقوق الانسان الذي يوافق يوم 10 ديسمبر من كل عام اصبح تقليداّ سنوياّ و تأكيداّ على اهمية صون وحماية حقوق الانسان في حياة البشرية اليوم . إلا ان حقوق الانسان ما زالت مستباحة في اليمن حيث أصدر فريق الرصد الحقوقي التابع لمؤسسة شركاء المستقبل للتنمية وحقوق الأنسان تقريره الشهري حول وضع حقوق الأنسان في اليمن خلال شهر نوفمبر من عام 2020. وتضمن التقرير العديد من الانتهاكات التي طالت المدنيين في كثير من المدن اليمنية و خصوصا المدن التي تشهد انتهاكات متصاعدة رغم وقوعها خارجة دائرة القتال مثل صنعاء و ذمار و محافظة عدن . حيث من المفترض ان تشهد استقرار وغياب لحالة الانتهاكات التي يتعرض لها المواطنين البسطاء ويعزو المراقبين الميدانيين ذلك الى التصرفات الخارجة عن القانون لدى الجماعات التي تدير هذه المحافظات بسبب غياب المؤسسات الامنية وانتشار السلاح بين اوساط المواطنين مما ساهم في تصاعد و انتشار ظاهرة ارتكاب الانتهاكات وتقييد حريات المنظمات المدنية التي تعمل على رصد انتهاكات حقوق الأنسان وتقييد الحريات المجتمعية والفردية داخل هذه المجتمعات .

وقال فريق الرصد بأن شهر نوفمبر من عام 2020 سجل تصاعد مريع في الانتهاكات . حيث سجل الفريق 468 حالة انتهاك لحقوق الانسان خلال هذا الشهر . وقال فريق الرصد في تقريره الشهري أن اجمالي الانتهاكات التي طالت المواطنين المدنيين في كافة المدن اليمنية و التي تمكن الفريق من رصدها بالرغم من امكانيته المتواضعة بواقع 468 حالة انتهاك مع تصاعد في ظاهرة حالة النزوح حيث استقبلت محافظة مارب 71456 نازح خلال الاشهر السابقة بحسب التقارير التي اوردتها منظمة الهجرة الدولية . وتوزعت الانتهاكات الحقوقية والانسانية التي اوردها التقرير على النحو التي :-

اولاً : القتل المباشر

رصد الفريق 98 حالات انتهاك ما بين قتل واصابة تعرض لها المدنيين خلال شهر اكتوبر . بينهم 54 قتيل . بواقع 44 رجل و 2 نساء و 8 اطفال . وإصابة 44 مدني منهم 43 رجال و 1 نساء .

ثانياً: ضحايا القناصين والالغام

ما زالت الالغام ومناطق زراعتها تشكل خطراً كبيرا على المدنيين حيث تستهدفهم في الطرقات والمزارع بالإضافة الى انتشار القناصين الذين يستهدفون المدنيين من اطفال و نساء في الطرقات والأماكن العامة والاحياء السكنية .

وأورد التقرير سقوط 7 ضحية برصاص قناص ما بين قتيل وجريح ، حيث قتل 4 مدنين ، منهم 2 رجال و 1 أمرة و 1 اطفال . واصابت 2 رجال و 1 طفل برصاص القناصين المنتشرين في مناطق التماس في كلا من تعز والحديدة والضالع .

وراح ضحية زراعة الالغام والمتفجرات الأخرى خلال هذا الشهر 27 قتيل مدني بواقع 23 رجل و 2 نساء و 2 اطفال واصابت 48 مدني بينهم 27 رجل و 12 امرأة و 9 اطفال .

ثالثاً: القذائف وصواريخ الكاتيوشا

اورد التقرير بان 83 مدنياً ما بين تقتيل ومصاب سقطوا ضحايا القذائف المميتة وصواريخ الكاتيوشا التي تطلق على المدنيين بين الحين والأخر . حيث راح ضحيتها 32 قتيل . منهم 22 رجل و 2 نساء و 8 اطفال . واصابت 51 مدنيا بينهم 29 رجل و 6 نساء و 16 طفل .

رابعاً الاعتقال التعسفي والاخفاء القسري

اولاً: الاعتقال التعسفي : رصد الفريق تعرض 142 مدنيا للاعتقال التعسفي بينهم 1 اعلامي .

ثانياً: الاخفاء القسري : تعرض 16 مدنيا للإخفاء القسري .

خامساً : اقتحام وتدمير مباني عامة ومساكن خاصة

أورد التقرير تعرض 9 منزل للاقتحام ونهب محتوياتها ، بالإضافة الى تعرض 18 منازل للحرق والهدم نتيجة القصف ، و اورد التقرير تعرض 1 منشئات نصب تذكاري للهدم. و اقتحام 3 منشئات عامة وخاصة ما بين منظمة وبنك تجاري ونيابة عامة .

سادساَ : الانتحار والاغتصاب

وخلص التقرير لفريق الرصد بمؤسسة شركاء المستقبل الى رصد 9حالة انتحار بينها 8 رجل و 1 امرأة .

وتعرضت 2 طفلا للاغتصاب . وفق مؤشرات تنم عن تزايد حالة الاغتصاب التي يتم السكوت عنها خشية العار او بسبب العادات والتقاليد التي تحول دون الافصاح والابلاغ عن حالة الاغتصاب التي يتعرض لها الاطفال والنساء . وهناك حالات عديدة لم يتمكن راصدي التقرير من الوصول اليها .

واختتم التقرير برصد قتل رجل واصابة آخر بقصف الطيران ، وراح 2 رجال ضحية للرصاص الراجع . ونزوح 273 اسرة جراء العمليات القتالية في كل من مارب و تعز والحديدة .

وذكر التقرير بأن صنعاء تصدرت المحافظات في انتهاك الحقوق بواقع 134 انتهاك ، ثم تلتها محافظة الحديدة بواقع 85 انتهاك ، و جاءت محافظة تعز بالترتيب الثالث بواقع 75 انتهاك ، وبعدها محافظة ذمار بواقع 52 انتهاك ، ثم محافظة الجوف بواقع 46 انتهاك ، وبعدها محافظة عدن بواقع 36 انتهاك ، وجاءت محافظة إب بالترتيب السابع بواقع 7 انتهاكات ، ثم مارب بواقع 7 انتهاكات ، ثم محافظة البيضاء بواقع 6 انتهاكات ، وجاءت الضالع بالترتيب العاشر بواقع 5 انتهاكات ، ثم حضرموت وابين بواقع 4 انتهاكات في كل واحدة منهما ، ثم محافظة لحج بواقع 3 انتهاكات و ختاما كلا من محافظة حجة وريمة وصعدة بواقع انتهاك واحد في كل محافظة .
