رصد فريق الرصد التابع لمؤسسة شركاء المستقبل للتنمية وحقوق الانسان 889 حالة انتهاك لحقوق الانسان في اليمن . وقال فريق الرصد في تقريرهالشهري حول وضع حقوق الانسان خلال شهر أكتوبر من عام 2019 . حيث وصل اجمالي الانتهاكات التي تمكن الفريق من رصدها ب 889حالة انتهاك . وتوزعت الانتهاكات الحقوقية التي اوردها التقرير. بين القتل المباشر والاعتقال التعسفي والاخفاء القسري الذي طال المدنيين بالإضافة الى تهديدات زراعة الالغام وجرائم القنص التي مازالت تطارد المدنيين وتقلق مضاجعهم ، وانفجار المقذوفات وقذائف الهاون التي تطلقها جماعة الحوثي على القرى والمدن الاهلة بالسكان ، واقتحام وتفجير المنازل السكنية الخاصة بالمواطنين بالإضافة الى المباني والمنشئات الحكومية والخاصة وما في حكمها واشتمل التقرير على حالات التسريح القصري من الوظيفة العامة واغلاق العديد من المنشأة الصحية الى جانب رصد التزايد من حالة الانتحار والاغتصاب.

القتل المباشر

تمكن التقرير الصادر عن فريق الرصد بمؤسسة شركاء من توثيق 87 حالة قتل مباشر وإصابة التي تعرض لها المدنيين خلا شهر اكتوبر من هذا العام . بينهم 45 رجلا و10 نساء و7 اطفال . واصيب 10 مدنيين منهم 7 رجلا و 3 نساء .

واورد التقرير تعرض العديد من المواطنين لهجمات الكلاب المسعورة راح ضحيتها 6 مواطنين واصابت العديد في محافظة ابين وسط فلتنان امني وخدمي .

رصاص القناصين وانفجار الالغام

ما زالت الالغام تشكل خطرا كبيرا على المدنيين الى جوار انتشار القناصين الذين ما زالوا يترقبون تحركات ضحاياهم من المدنيين في الطرقات العامة والاحياء السكنية .

حيث قتل 7 مدنين برصاص قناص بواقع 4 رجل و وطفل واحد . و اصيب 2 اطفال بإصابات خطيرة .

وراح ضحية زراعة الالغام 20 مدنيا بينهم 10 رجل و10 اطفال.

واصابت 30 مدنيين بينهم 21 رجال و2 نساء و7 اطفال .

وبحسب البيان الصادر عن مشروع مسام لنزع الألغام في اليمن . قال البيان أن المشروع تمكن خلال شهر اكتوبر من نزع وابطال 2209 لغم . متوزعة ما بين 20 لغم مضاد للأفراد ، 448 لغم مضاد للدبابات ،1712 ذخيرة غير منفجرة ، 29 عبوة ناسفة . و اجمالي ما تم نزعه منذ بداية المشروع حتى الان 102209 لغم

القذائف والعبوات الناسف

اورد التقرير بان 17 مدنياً ما بين تقتيل ومصاب عبر القذائف المميتة حيث راح ضحيتها 6 رجل و طفل واحد . واصابت 10 مدنيين بينهم 9 رجال و امرأة واحدة .

الاعتقال التعسفي والاخفاء القسري

اولاً: الاعتقال . رصد الفريق تعرض 105 مدنيا للاعتقال التعسفي من بينهم اعتقال 4 صحفيين .

ثانياً: الاخفاء القسري . تعرض 31 مدنيا للإخفاء القسري كلهم من الذكور ومن بين المخفيين صحفي واحد .

اقتحام وتدمير مباني عامة ومساكن خاصة

أورد التقرير بان 9 منازل تعرض للتفجير وحرق كافة محتوياتها واقتحام 10 منال ونهب محتوياتها .

وقال التقرير بأن 4 من المستشفيات تعرضت للاقتحام وكذلك تعرض مركز تجاري واحد للاقتحام .

وتعرض 2 جوامع و 2 مركز تحفيظ القرآن الكريم للاقتحام والاغلاق . وتعرض 1 متحف ( المتحف الحربي بصنعاء ) للأغلاق بالتزامن مع الاحتفالات الشعبية بذكرى ثورة 14 اكتوبر ، وخلال شهر اكتوبر تعرضت 432 صيدلية في صنعاء للأغلاق واعتقال مالكيها تحت عدت مبررات واهيه ، وانفجر منزل كان يستخدم كمخزن لتخزين الاسلحة المختلفة في احد احياء مدية الحديدة راح ضحية هذا الانفجار 10 مدنيين

التسريح القسري من الوظيفة العامة

رصد فريق الرصد تعرض 7 دكاترة في محافظة المحويت للتسريح القسري من وظائفهم . حيث وجهة اليهم خطابات الاستغناء من خدماتهم وتم استبدالهم بعناصر موالية لجماعة الحوثي في اطار مسلسل تجريف الوظيفة العامة للدولة.

الانتحار والاغتصاب

وخلص التقرير لفريق الرصد بمؤسسة شركاء الى تصاعد عدد المنتحرين في شهر أكتوبر من عام 2019 حيث وصل عدد المنتحرين الى 5 حالات انتحار منهم 4 رجال و طفل واحد .

وتعرضت 2 نساء للاغتصاب ، وفق مؤشرات تنم عن تزايد حالة الاغتصاب والانتحار التي يتم السكوت والابلاغ عنها بسبب العادات والتقاليد التي تحول الافصاح عن الانتهاكات التي يتعرض لها الاطفال والنساء خشية العار .

التهجير القسري

اورد التقرير تعرض ما يزيد عن 104 أسرة للتهجير والنزوح من مساكنها لتعرض مناطقهم للقصف وتحويلها الى ساحات حرب وتعريض حياة سكانها للخطر .

واشار التقرير بأن محافظة صنعاء تصدرت المحافظات في انتهاك الحقوق بواقع 468 انتهاك ، ثم تلتها محافظة حجة بواقع 80 انتهاك ، و جاءت محافظة الضالع بالترتيب الثالث بواقع 76 انتهاك ، وبعدها محافظة تعز بواقع 57 انتهاك ، ثم محافظة الحديدة بواقع 45 انتهاك ، وبعدها محافظة عدن بواقع 26 انتهاك ، وجاءت محافظة ذمار بالترتيب السابع بواقع 22 انتهاك ، ثم تلتها محافظة إب بواقع 15 انتهاك ، ثم محافظة شبوة بواقع 9 انتهاكات ، ومحافظة أبين بواقع 9 انتهاكات ، ومحافظة المحويت بواقع 7 انتهاكات ، ومحافظة عمران بواقع 4 انتهاكات ، ثم محافظة البيضاء بواقع 2 انتهاكات، ومحافظة حضرموت بواقع 2 انتهاكات ، و محافظة لحج بواقع 2 انتهاكات ، و تذيلت القائمة محافظة مارب بواقع 1 انتهاك .

واستعرض التقرير الشهري الصادر عن فريق الرصد التابع لمؤسسة شركاء المستقبل للتنمية وحقوق الانسان الوضع الحقوقي بشكل عام وتردي الاوضاع الخدمية التي تلامس حياة المواطنين بشكل يومي و سلط الضوء على فداحت الانتهاكات التي يتعرض لها المواطنين المدنيين في عموم المحافظات اليمنية المختلفة .

Report on the situation of human rights in Yemen for the month of October 2019

The Monitoring Team of Future Partners Foundation for Development and Human Rights (FPFD) monitored 889 cases of human rights violations in Yemen. The monitoring team said in its monthly report on the human rights situation during October 2019. A total of 889 violations were monitored by the team. The violations of human rights that were reported in this report including direct killings, arbitrary detention and enforced disappearances affecting civilians, as well as the threat of planting mines and sniping crimes that keep civilians worry about their situation, the explosion of mortar shells fired by the Houthi group on populated villages and cities, the storming and bombing of residential houses of citizens as well as government and private buildings and facilities. The report also included cases of forced dismissal, the closure of several health facilities, in addition to monitoring the increase in suicide and rape cases.

Direct killing

The report issued by the monitoring team at FPFD documented 87 cases of direct killings and injuries to civilians during October this year. Including 45 men, 10 women and 7 children. 10 othet civilians were wounded, including 7 men and 3 women.

The report mentioned that many citizens were attacked by rabid dogs, killing 6 citizens and injuring many others in Abyan governorate amid security and service absence.

Sniper bullets and mine explosion

Mines continue to pose a major threat to civilians, along with the proliferation of snipers who are still awaiting the movement of their civilian victims s on public roads and neighborhoods.

7 civilians were killed by a sniper shot including 4 men and 1 child. 2 other children were seriously injured.

20 civilians were killed due to planted mines, including 10 men and 10 children.

30 other civilians were injured including 21 men, 2 women and 7 children.

According to the statement issued by the Masam project to clear mines in Yemen, the project cleared and defused 2,209 mines during October, including 20 anti-personnel mines, 448 anti-tank mines, 1712 unexploded ordnance, 29 explosive devices. Were a total of 102,209 mines have been cleared since the start of the project.

Shells and IEDs

According to the report, 17 civilians were killed and injured by deadly shells where 6 men and 1 child were killed and 10 civilians were wounded, including 9 men and 1 woman.

Arbitrary detention and enforced disappearance

First: Arrest. The team monitored that 105 civilians were arbitrarily detained, including 4 journalists.

Second: enforced disappearance. 31 civilians were subjected to enforced disappearance , all of them were men including 1 journalist.

Storm and destroy public buildings and private houses

The report stated that 9 houses were bombed and all their contents were burned where 10 other houses were raided and looted.

The report mentioned that 4 hospitals were raided and 1 shopping center was raided.

2 mosques and 2 centers of Holy Quran memorization were raided and closed. 1 museum (the Military Museum in Sana'a) was closed in conjunction with the popular celebrations of the anniversary of October 14th revolution. Moreover, 432 pharmacies in Sanaa were closed and their owners were arrested under several justifiable reasons during the month of October. A house that used to store various weapons in one of the neighborhoods of Hodeidah city was exploded what cause in killing 10 civilians.

Forced dismissal from public office

The team monitored 7 cases of forced dismissal of doctors in al-Mahweet governorate from their jobs where they were addressed letters of dispensation from their services and were replaced by elements loyal to the Houthi group in the context of the series of bulldozing public office of the state.

Suicide and rape

The report concluded that the number of suicides in October 2019 increased to 5, including 4 men and 1 child.

2 women were raped, according to indications of a growing state of rape and suicides, which are silenced and not reported because of customs and traditions that prevent the disclosure of violations against children and women for fear of shame.

Forced displacement

More than 104 families have been displaced from their homes as their areas was bombed and turned into battlefields what endangering the lives of their residents.

The monthly report issued by the monitoring team of FPFD reviewed the human rights situation in general and the deteriorating service conditions that touch the lives of citizens on a daily basis. The report has also highlighted the gravity of the violations suffered by the civilian citizens in the various governorates of Yemen.

The report pointed out that Sana'a governorate topped the governorates with 468 violations, followed by Hajja governorate with 80 violations, followed by Dali governorate with 76 violations, Taiz governorate with 57 violations, Hodeidah governorate with 45 violations, and Aden governorate. Dhamar governorate ranked seventh with 22 violations, followed by Ibb governorate with 15 violations, Shabwa governorate with 9 violations, Abyan governorate with 9 violations, Mahwit governorate with 7 violations, Amran governorate with 4 violations, and Al Baida governorate with 26 violations. 2 violations, and the province of Hadramo By 2 violations, and the province of Hajj by 2 violations, and existing Marib governorate finished bottom by 1 violation
