243 حالة انتهاك ما بين اعتقال وقتل واقتحام وتفجير منازل

اورد فريق الرصد التابع لمؤسسة شركاء المستقبل للتنمية وحقوق الانسان في تقريره الشهري بأن وضع حقوق الانسان في اليمن تتدهور بشكل مريع وسط صمت محلي واقليمي ودولي ، وأصبح الأنسان عرضة لكل الانتهاكات ويسومه العذاب والقهر في كل مناحي الحياة السياسية والاقتصادية والاجتماعية . ومع تصاعد الحالة المصابة بفيروس كوفيد 19 الجائحة التي ضربة العالم وكانت اليمن من اسوء المناطق التي تضررت بهذا الفيروس حيث واجه المواطنين مصيرهم بدون اي دعم او رعاية صحية , بل حول الفيروس في بعض المناطة الى اداة تم من خلالها انتهاك حقوق الانسان وتعرض بسببها العديد الى الاعتقال والترويع والتصفية في بعض الاحيان عبر حقن الرحمة التي شاع ذكرها بين اوساط المواطنين مما جعل العديد من المصابين والمرضى الاحجام عن الذهاب الى المستشفيات او الافصاح عن الاصابات خوفن من المصير الذي ينتظرهم ، بالإضافة الى التعتيم الذي انتهجته جماعة الحوثي حول عدد الاصابات في المناطق الواقعة تحت سيطرتها والتي رفضة الافصاح عن عدد الاصابات وعدد الوفيات حتى اللحظة . وقال فريق الرصد في تقريره الشهري أن اجمالي الانتهاكات التي طالت المواطنين المدنيين في كافة المدن اليمنية و التي تمكن الفريق من رصدها بالرغم من امكانيته المتواضعة بواقع 243 حالة انتهاك خلال شهر مايو 2020 . وتوزعت الانتهاكات الحقوقية والانسانية التي اوردها التقرير على النحو التي :-

اولاً : القتل المباشر

رصد الفريق 80حالات ما بين قتل واصابة تعرض لها المدنيين خلال شهر مايو2020 . بينهم 48 قتيل ، 43 رجلا و 4 نساء و 1 اطفال . واصيب 32 مدني منهم 24 رجلا و8 اطفال .

ثانياً: ضحايا القناصين والالغام

ما زالت الالغام ومناطق زراعتها تشكل خطراً كبيرا على المدنيين حيث تستهدفهم في الطرقات والمزارع الى جوار انتشار القناصين الذين يترصدون بالأبرياء المدنيين من اطفال ونساء في الطرقات العامة والاحياء السكنية . وعلى وجه الخصوص في مناطق التي تشهد مواجهات

حيث قتل رجل و طفل واصيب 1 رجل و 1 طفل عبر رصاص قناص في محافظة تعز والحديدة و مارب .

وراح ضحية زراعة الالغام 15 مدنيا .

واصابت 9 مدنيين ، بينهم 8 رجال و 1 امرأة .

ثالثاً: القذائف وصواريخ الكاتيوشا

اورد التقرير بان 29 مدنياً ما بين تقتيل ومصاب راحوا ضحايا القذائف المميتة وصواريخ الكاتيوشا التي تطلق على المدنيين بين الحين والاخر . حيث راح ضحيتها 6 ضحايا 4 رجال و 1 امراة و 1 طفل ، واصابت 23 مدنيا بينهم 12 رجال و4 نساء و 7 اطفال .

رابعاً الاعتقال التعسفي والاخفاء القسري

اولاً: الاعتقال التعسفي . رصد الفريق تعرض 69 مدنيا للاعتقال التعسفي . من بين المعتقلين 3 صحفيين .

ثانياً: الاخفاء القسري . تعرض 1 صحفي للإخفاء القسري .

خامساً : اقتحام وتدمير مباني عامة ومساكن خاصة

أورد التقرير تعرض 17 منزل للاقتحام ونهب محتوياتها ، بالإضافة الى اقتحام واحد جامع واعتقال امام الجامع و 1 متجر تجاري . وذكر التقرير بأن 5 منازل تعرضت للحرق والهدم ونهب محتوياتها . وتعرضت مطاحن البحر الاحمر للقصف المدفعي مما ادا الى اشتعال النيران في المطاحن .

سادسًاً : الاعدام خارج اطار القانون

رصد فريق الرصد خلال شهر مايو تعرض واحد اسير الى الاعدام خارج اطار القانون من قبل جماعة الحوثي .

سابعاً : الانتحار والاغتصاب

وخلص التقرير لفريق الرصد بمؤسسة شركاء المستقبل الى حالة انتحار واحدة شاب خلال شهر مايو 2020.

وتعرضت 2 حالات للاغتصاب ، بينها امرأة و طفلة .

ضربات الطيران

ذكر التقرير تعرض 5 مواطنين للقتل بواسطة ضربات لطيران واصابة 1 مواطن جراء قصف طيران التحالف . وقتل 1 آخر عبر طيران الدرونز الامريكي.

وذكر التقرير بأن محافظة صنعاء تصدرت المحافظات في انتهاك الحقوق بواقع 56 انتهاك ، ثم تلتها محافظة اب بواقع 42 انتهاك ، و جاءت محافظة تعز بالترتيب الثالث بواقع 25 انتهاك ، وبعدها محافظة الحديدة بواقع 25 انتهاك ، ثم محافظة البيضاء بواقع 22 انتهاك ، وبعدها محافظة عدن بواقع 19 انتهاك ، وجاءت محافظة ذمار بالترتيب السابع بواقع 11 انتهاك ، ثم تلتها محافظة مارب بواقع 11 انتهاك ، ثم محافظة الضالع بواقع 8 انتهاكات ، ومحافظة حضرموت بواقع 8 انتهاكات ، ومحافظة حجة بواقع 5 انتهاكات وكذلك محافظة الجوف 5 انتهاكات ، ومحافظة ابين بواقع 3 انتهاكات ، ثم محافظة شبوة وعمران ولحج بواقع 1 انتهاك في كل محافظة ....

243 cases of violations between arresting, killing, breaking into, and detonating houses

The monitoring team of the Future Partners Foundation for Development and Human Rights stated in its monthly report that the human rights situation in Yemen is deteriorating dramatically amidst local, regional and international silence, and the human being has become vulnerable to all violations and suffers from torture and oppression in all aspects of political, economic and social life. With the escalation of the case infected with the virus of 19, the pandemic Covid, which struck the world, and Yemen was one of the worst regions affected by this virus, as citizens faced their fate without any support or health care, but rather transformed the virus in some areas into a tool through which human rights were violated and many were subjected to arrest. Intimidation and liquidation in some cases, through the injection of mercy, which was mentioned among the citizens, which made many injured and sick people refrain from going to hospitals or disclosing the injuries due to fear of the fate awaiting them, in addition to the blackout adopted by the Houthi group about the number of injuries in the areas under its control Which refused to disclose the number of injuries and the number of deaths so far. The monitoring team said in its monthly report that the total violations that affected the civilian citizens in all Yemeni cities, which the team was able to monitor despite its modest potential, with 243 violations during the month of May 2020. The human and human rights violations mentioned in the report were distributed as follows:

First: direct killing

The team monitored 80 cases of killing and wounding civilians during May 2020. Including 48 dead, 43 men, 4 women and 1 child. 32 civilians were injured, including 24 men and 8 children.

Second: Snipers and landmine victims

Landmines and their areas of cultivation still pose a great danger to civilians, targeting them in the streets and farms in the vicinity of the spread of snipers who monitor civilian innocent children and children in public roads and residential neighborhoods. Especially in areas experiencing clashes

A man and a child were killed and 1 man and 1 child were wounded by a sniper in Taiz, Al Hudaydah and Marib governorates.

And 15 civilians were victims of mine cultivation.

It wounded 9 civilians, including 8 men and 1 woman.

Third: shells and Katyusha rockets

The report stated that 29 civilians were killed and injured, as victims of fatal missiles and Katyusha rockets fired at civilians from time to time. 6 victims, 4 men, 1 woman and 1 child, were injured, 23 civilians, including 12 men, 4 women and 7 children, were injured.

Fourth, arbitrary detention and enforced disappearance

First: Arbitrary detention. The team observed that 69 civilians were subjected to arbitrary arrest. Among the detainees are 3 journalists.

Second: enforced disappearance. 1 journalist was subjected to enforced disappearance.

Fifth: storming and destroying public buildings and private housing

The report mentioned that 17 houses were raided and their contents were looted, in addition to one storming a mosque and arresting the mosque and 1 commercial store. The report stated that 5 houses were burned and demolished and their contents were looted. Red Sea mills were subjected to artillery fire, which led to the burning of the mills.

Sixth: Extrajudicial executions

During the month of May, the monitoring team observed that one prisoner was subjected to extrajudicial execution by the Houthi group.

Seventh: suicide and rape

The report of the monitoring team of the Future Partners Foundation found that one young suicide committed during May 2020.

2 cases were raped, including a woman and a girl.

Flight strikes

The report stated that 5 civilians were killed by air strikes and 1 was injured by the coalition shelling. Another 1 was killed by US drone aircraft.

The report stated that Sana'a Governorate topped the governorates in violation of rights by 56 violations, followed by Ab Governorate with 42 violations, and Taiz Governorate came in third place with 25 violations, then Al Hudaydah Governorate with 25 violations, then Al Bayda Governorate with 22 violations, and then Aden Governorate with 19 violations, Dhamar Governorate came in seventh place with 11 violations, followed by Marib Governorate with 11 violations, then Al Dali 'Governorate with 8 violations, Hadramout Governorate with 8 violations, Hajjah Governorate with 5 violations, and Al Jouf Governorate 5 violations, and Abyan Governorate with 3 violations, Then Shabwa and Amran and Lahj governorate, with 1 violation in each governorate ...
