تقرير عن حالة حقوق الانسان في اليمن لشهر أبريل 2020م

Report on the situation of human rights in Yemen for the month of April 2020

384حالة انتهاك تمكن فريق الرصد التابع لمؤسسة شركاء المستقبل للتنمية وحقوق الانسان من رصدها .

وقال فريق الرصد في تقريره الشهري حول وضع حقوق الانسان خلال شهر ابريل من عام 2020م أن اجمالي الانتهاكات التي طالت المواطنين المدنيين في كافة المدن اليمنية و التي تمكن الفريق من رصدها بواقع 384 حالة انتهاك ونزوح 8 أسر من جحيم الحرب والمعاملة القاصية التي يتلقها المدنيين في محافظة الجوف ، وتعرضت 2 نساء لمحاولة الاغتصاب من قبل مسلحين في مدينة عدن . وتوزعت الانتهاكات الحقوقية التي اوردها التقرير على النحو التي :-

اولاً : القتل المباشر

رصد الفريق 56 حالة قتل تعرض لها المواطنين المدنيين خلال شهر ابريل 2020 ، بينهم 47 رجلا و 2 نساء و 7 اطفال . واصيب 20 مدني بينهم 19 رجلا و 1 امرأة .

ثانياً : ضحايا القناصين وانفجار الالغام

ما زالت الالغام ومناطق زراعتها تشكل خطراً كبيرا على المدنيين الى جوار انتشار القناصين الذين يترصدون بالأبرياء المدنيين من اطفال ونساء في الطرقات العامة والاحياء السكنية . وعلى وجه الخصوص في مناطق المواجهة في تعز والحديدة

حيث قتل 1 امرأة وطفل واحد واصابة 1 امرأة و 1 طفل عن طريق القنص.

وراح ضحية زراعة الالغام 10 رجال .

واصابت 12 مدنيين ، بينهم 10 رجال و 2 اطفال .

ثالثاً: القذائف وصواريخ الكاتيوشا

اورد التقرير بان 47 مدنياً ما بين تقتيل ومصاب راحوا ضحايا قذائف الهاون المميتة وصواريخ الكاتيوشا . حيث راح ضحيتها 4 رجال و 6 نساء و 6 اطفال ، واصابت 31 مدنيا بينهم 11 رجل و 18 امرأة و 2 اطفال .

رابعاً الاعتقال التعسفي والاخفاء القسري

اولاً : الاعتقال التعسفي . رصد الفريق تعرض 71 مدنيا للاعتقال التعسفي من بينهم اعتقال 5 نساء .

ثانياً : الاخفاء القسري . تعرض 85 مدنيا للإخفاء القسري من بينهم طفل وطفلة .

خامساً : اقتحام منازل وتدمير منشئات عامة و مساكن خاصة

أورد التقرير تعرض 55 منزل ودور عبادة ومنشأة عامة و خاصة للهدم والتدمير والاقتحام . حيث تعرضت 7 منازل للحرق والهدم ونهب محتوياتها ، وتعرض 3 مساجد للحرق بالإضافة الى مركز واحد لتحفيظ القران ، وتعرضت مدرسة للقصف و مبنى صحيفة الجمهورية وسط تعز بالإضافة الى تعرض واحد سوق شعبي و 3 مخازن ادوية للحرق ، وتعرضت محطة صافر التحويلية في صرواح للقصف بالصواريخ ، وتعرض مستشفى و 3حصون و قلعه للهدم .

وأورد التقرير تعرض 29 منزل للاقتحام ونهب محتوياتها بالإضافة الى اقتحام 1 محل تجاري في تعز ومكتب المواصفات في مدينة إب وميناء عدن

سادسًاً : التهجير القصري

رصد فريق الرصد خلال شهر ابريل تعرض 7 اسر الى النزوح القسري من منازلها في مدينة حزم الجوف التي تعرضت للاقتحام من قبل قوات الحوثي .

سابعاً : الانتحار والاغتصاب

وخلص التقرير لفريق الرصد بمؤسسة شركاء المستقبل للتنمية وحقوق الانسان الى رصد انتحار 4 حالات انتحار كلهم رجال. وتعرضت 2 نساء لمحاولة الاغتصاب .

ثامنا : احكام بالإعدام :

اصدرت المحكمة الجزائية بصنعاء والخاضعة لسلطة الحوثي 4 احكام اعدام بحق اربعة صحفيين معتقلين منذ خمس سنوات تحت تهمة التخابر .

In its monthly report on the human rights situation during the month of April 2020, the monitoring team said that the total violations that affected civilian citizens in all Yemeni cities, which the team was able to monitor with 384 cases of violations and the displacement of 8 families from the hell of war and the distant treatment that civilians receive in the governorate Al-Jouf, and 2 women were subjected to an attempted rape by gunmen in the city of Aden. The human rights violations mentioned in the report were distributed as follows:

First: direct killing

The team monitored 56 murders of civilians during April 2020, including 47 men, 2 women, and 7 children. 20 civilians were injured, including 19 men and 1 woman.

Second: Sniper's victims and landmines

Landmines and their areas of cultivation continue to pose a great danger to civilians, in addition to the spread of snipers who monitor civilian innocent children and women in public roads and residential neighborhoods. Especially in the frontline areas of Taiz and Hodeidah

As 1 woman and 1 child were killed and 1 woman and 1 child were injured by sniping.

And 10 men were victims of mine cultivation.

It wounded 12 civilians, including 10 men and 2 children.

Third: shells and Katyusha rockets

The report stated that 47 civilians were killed and injured, as victims of fatal mortars and Katyusha rockets. 4 men, 6 women and 6 children were killed, and 31 civilians were injured, including 11 men, 18 women and 2 children.

Fourth: arbitrary detention and enforced disappearance

First: Arbitrary detention. The team observed that 71 civilians were arbitrarily arrested, including 5 women.

Second: enforced disappearance. 85 civilians were subjected to enforced disappearance, including a boy and a girl.

Fifth: storming homes and destroying public facilities and private housing

The report mentioned that 55 homes, places of worship, and a public and private facility were demolished, destroyed, and broken into. 7 houses were burned, demolished, and their contents looted, 3 mosques were burned in addition to one Quran memorization center, a school was bombed and the Al-Gomhoria newspaper building in central Taiz In addition to one popular market and 3 drug stores were burned, the Safer transformative station in Sarwah was bombed by missiles, A hospital, 3 forts and its fortress were demolished.

The report mentioned that 29 houses were stormed and their contents looted, in addition to storming 1 shop in Taiz and the Specifications Office in the city of Ibb and the port of Aden.

Sixth: Forced displacement

The team monitored during the month of April, 7 families were subjected to forced displacement from their homes in the city of Hazm al-Jawf, which was stormed by the Houthi forces.

Seventh: suicide and rape

The report concluded that the suicide team of the Future Partners for Development and Human Rights Foundation monitored the suicide of 4 suicides, all of them men. 2 women were subjected to attempted rape.

Eighth: Death sentences:

The criminal court in Sana'a, which is under the authority of Al-Houthi, has issued 4 death sentences against four journalists who have been detained for five years under the charge of intelligence.
