758Cases of human rights violations in Yemen, October 2020

The Human Rights Monitoring Team of the Future Partners Foundation for Development and Human Rights issued its monthly report on the human rights situation in Yemen during the month of October of 2020. The report included many violations that affected civilians in many Yemeni cities, especially cities that witness escalating violations despite their occurrence outside the circle. Fighting like Sanaa , Ibb and Aden governorate. It is supposed to witness stability and absence of the state of violations that ordinary citizens are exposed to, and field observers attribute this to the outlaw behavior of the groups that run these governorates due to the lack of security and the proliferation of weapons, which contributed to the escalation of the phenomenon of violations and restrictions on the freedoms of civil organizations that work to monitor human rights violations In those cities, the phenomenon of the kidnapping of girls and the horrific spread of the rape of children and then killing of them surfaced.

The monitoring team said that October of 2020 recorded a terrible escalation in violations. The team recorded 758 cases of human rights violations during this month. The monitoring team said in its monthly report that the total number of violations that affected civilian citizens in all Yemeni cities, which the team was able to monitor despite its modest ability, amounted to 758 violations. The human rights and humanitarian violations mentioned in the report were distributed as follows:

First: direct killing

The team monitored 120 cases of violations between killing and wounding civilians during the month of October. Among them are 72 dead. By 60 men, 4 women and 8 children. 48 civilians were wounded, including 42 men, 4 women and 2 children.

Second: victims of snipers and mines

Mines and the areas where they are planted still pose a great danger to civilians, as they are targeted on roads and farms, in addition to the proliferation of snipers who target civilians, including children and women, on the roads, public places and residential neighborhoods.

The report stated that 20 casualties were killed or wounded by a sniper, as 9 civilians were killed, including 4 men, 2 women and 3 children. 7 men, 3 women and 1 child were wounded by snipers deployed in the contact areas in Taiz, Al Hudaydah and Al Dhale'e.

The victim of planting mines and other explosives during this month, 5 civilians were killed, all male, and 14 men were wounded.

Third: missiles and Katyusha rockets

The report stated that 88 civilians were killed or injured were victims of the deadly shells and Katyusha rockets fired at civilians from time to time. Where he killed 22 people. They include 13 men, 5 women and 4 children. It injured 66 civilians, including 48 men, 14 women and 4 children.

Fourth: arbitrary detention and enforced disappearance

First: Arbitrary detention: The team monitored the exposure of 60 civilians to arbitrary arrest. Among them are 58 men, including 2 human rights activists, 2 media professionals, 1 mosque preacher, and 2 women.

Second: Enforced disappearance: Twenty-six civilians were subjected to enforced disappearance, of whom 13 were men, including 1 a mosque preacher, 1 sports player, 6 women and 7 children.

Fifth: storming and destroying public buildings and private residences

The report mentioned that 7 houses were stormed and their contents looted, in addition to 24 homes being burned and demolished as a result of the bombing, and the report mentioned that 7 public facilities were demolished and burned between a school, a factory and health centers, and 4 public and private facilities were stormed. The report mentioned that 3 mosques were burned and destroyed

Sixth: Suicide and rape

The report concluded by the monitoring team of the Future Partners Foundation to monitor the suicide of one man.

Twenty children were raped. According to indications that indicate an increase in the state of rape, which is kept quiet for fear of shame, or because of customs and traditions that prevent the disclosure and reporting of the rape case that children and women are exposed to. There are many cases that the report's monitors were unable to reach.

The report concluded by monitoring the killing of 2 men and wounding one man by the US drone aircraft, one of the citizens was killed on the Saudi-Yemeni border by border guards, 2 children were killed when a damaged gas cylinder exploded, 3 prisoners were subjected to execution and their corpses mutilated in the detention centers, and a decision was issued to demolish and be removed 11 archaeological houses in Sana'a, which threatens the old Sana'a to be outside the UNESCO World Heritage List. And 340 families were displaced as a result of the hostilities in both Al-Jawf and Marib.

The report stated that Hodeidah topped the governorates in violating rights with 115 violations, followed by Taiz Governorate with 78 violations, and Sana'a Governorate came in third place with 62 violations, followed by Aden Governorate with 46 violations, then Ibb Governorate with 28 violations, and then Al Bayda Governorate with 20 violations. Violation, Dhamar governorate ranked seventh with 18 violations, then Al Jawf with 17 violations, then Dhali ’governorate with 14 violations, and Lahj came in tenth order with 8 violations, then Marib and Amran with 4 violations in each of them, and in conclusion, both of Hadramout and Abyan governorate Shabwa and Rayma, one violation in each governorate.

758 حالة انتهاك لحقوق الأنسان في اليمن لشهر أكتوبر 2020

أصدر فريق الرصد الحقوقي التابع لمؤسسة شركاء المستقبل للتنمية وحقوق الأنسان تقريره الشهري حول وضع حقوق الأنسان في اليمن خلال شهر اكتوبر من عام 2020. وتضمن التقرير العديد من الانتهاكات التي طالت المدنيين في كثير من المدن اليمنية و خصوصا المدن التي تشهد انتهاكات متصاعدة رغم وقوعها خارجة دائرة القتال مثل صنعاء و إب و محافظة عدن . المفترض ان تشهد استقرار وغياب لحالة الانتهاكات التي يتعرض لها المواطنين البسطاء ويعزو المراقبين الميدانيين ذلك الى التصرفات الخارجة عن القانون لدى الجماعات التي تدير هذه المحافظات بسبب غياب الأمن وانتشار السلاح مما ساهم في تصاعد انتشار ظاهرة الانتهاكات وتقييد حريات المنظمات المدنية التي تعمل على رصد انتهاكات حقوق الأنسان في تلك المدن وبرزت للسطح ظاهرة اختطاف الفتيات وانشار بشكل مرعب اغتصاب الاطفال ومن ثم قتلهم .

وقال فريق الرصد بأن شهر أكتوبر من عام 2020 سجل تصاعد مريع في الانتهاكات . حيث سجل الفريق 758حالة انتهاك لحقوق الانسان خلال هذا الشهر . وقال فريق الرصد في تقريره الشهري أن اجمالي الانتهاكات التي طالت المواطنين المدنيين في كافة المدن اليمنية و التي تمكن الفريق من رصدها بالرغم من امكانيته المتواضعة بواقع 758 حالة انتهاك . وتوزعت الانتهاكات الحقوقية والانسانية التي اوردها التقرير على النحو التي :-

اولاً : القتل المباشر

رصد الفريق 120 حالات انتهاك ما بين قتل واصابة تعرض لها المدنيين خلال شهر اكتوبر . بينهم 72 قتيل . بواقع 60 رجل و 4 نساء و 8 اطفال . وإصابة 48 مدني منهم 42 رجال و 4 نساء و 2 اطفال .

ثانياً: ضحايا القناصين والالغام

ما زالت الالغام ومناطق زراعتها تشكل خطراً كبيرا على المدنيين حيث تستهدفهم في الطرقات والمزارع بالإضافة الى انتشار القناصين الذين يستهدفون المدنيين من اطفال و نساء في الطرقات والأماكن العامة والاحياء السكنية .

وأورد التقرير سقوط 20 ضحية برصاص قناص ما بين قتيل وجريح ، حيث قتل 9 مدنين ، منهم 4 رجال و 2 نساء و 3 اطفال . واصابت 7 رجال و 3 نساء و 1 طفل برصاص القناصين المنتشرين في مناطق التماس في كلا من تعز والحديدة والضالع .

وراح ضحية زراعة الالغام والمتفجرات الأخرى خلال هذا الشهر 5 قتلى مدنيين كلهم ذكور واصابت 14 رجل .

ثالثاً: القذائف وصواريخ الكاتيوشا

اورد التقرير بان 88 مدنياً ما بين تقتيل ومصاب سقطوا ضحايا القذائف المميتة وصواريخ الكاتيوشا التي تطلق على المدنيين بين الحين والأخر . حيث راح ضحيتها 22 قتيل . منهم 13 رجل و 5 نساء و 4 اطفال . واصابت 66 مدنيا بينهم 48 رجل و 14 امرأة و 4 اطفل .

رابعاً الاعتقال التعسفي والاخفاء القسري

اولاً: الاعتقال التعسفي : رصد الفريق تعرض 60 مدنيا للاعتقال التعسفي . منهم 58 رجلا من بينهم 2 ناشط حقوقيين و 2 إعلاميين و 1 خطيب جامع و 2 نساء .

ثانياً: الاخفاء القسري : تعرض 26 مدنيا للإخفاء القسري ، منهم 13 رجال من بينهم 1 خطيب جامع و 1 لاعب رياضي و 6 نساء و 7 اطفال .

خامساً : اقتحام وتدمير مباني عامة ومساكن خاصة

أورد التقرير تعرض 7 منزل للاقتحام ونهب محتوياتها ، بالإضافة الى تعرض 24 منازل للحرق والهدم نتيجة القصف ، و اورد التقرير تعرض 7 منشئات عامة للهدم والحرق ما بين مدرسة ومصنع ومراكز صحية و اقتحام 4 منشئات عامة وخاصة . وذكر التقرير تعرض 3 جوامع للحرق و التخريب

سادساَ : الانتحار والاغتصاب

وخلص التقرير لفريق الرصد بمؤسسة شركاء المستقبل الى رصد حالة انتحار رجل واحد .

وتعرضت 20 طفلا للاغتصاب . وفق مؤشرات تنم عن تزايد حالة الاغتصاب التي يتم السكوت عنها خشية العار او بسبب العادات والتقاليد التي تحول دون الافصاح والابلاغ عن حالة الاغتصاب التي يتعرض لها الاطفال والنساء . وهناك حالات عديدة لم يتمكن راصدي التقرير الوصول اليها .

واختتم التقرير برصد قتل 2 رجال واصابت رجل واحد بواسطة طيران الدرونز الامريكية ، وتعرض احد المواطنين للقتل على الحدود السعودية اليمنية من قبل حراس الحدود ، و قتل 2 اطفال بانفجار اسطوانة غاز تالفه ، وتعرض 3 اسرى للإعدام والتشويه بجثثهم في المعتقلات ، وصدور قرار ب هدم وازالت 11 منزل اثري في صنعاء مما يهدد صنعاء القديمة بالخروج من قائمة التراث الانساني العالمي لمنظمة اليونسكو . ونزوح 340 اسرة جراء العمليات القتالية في كل من الجوف ومارب .

وذكر التقرير بأن الحديدة تصدرت المحافظات في انتهاك الحقوق بواقع 115 انتهاك ، ثم تلتها محافظة تعز بواقع 78 انتهاك ، و جاءت محافظة صنعاء بالترتيب الثالث بواقع 62 انتهاك ، وبعدها محافظة عدن بواقع 46 انتهاك ، ثم محافظة إب بواقع 28 انتهاك ، وبعدها محافظة البيضاء بواقع 20 انتهاك ، وجاءت محافظة ذمار بالترتيب السابع بواقع 18 انتهاك ، ثم الجوف بواقع 17 انتهاك ، ثم محافظة الضالع بواقع 14 انتهاك ، وجاءت لحج بالترتيب العاشر بواقع 8 انتهاكات ، ثم مارب وعمران بواقع 4 انتهاكات في كل واحدة منهما ، و ختاما كلا من محافظة حضرموت وابين وشبوة وريمة بواقع انتهاك واحد في كل محافظة .
